CONSTITUTION OF ASIA PACIFIC MANAGEMENT CENTER OF WORLD ECOLOGY ORGANIZATION


Chapter 1  General

Article 1  Name : Asia Pacific Management Center of World Ecology Organization.
Article 2  Under the guidance of Kenrich Wang ,the Director general of the World Ecology Organization ,and the Global Strategy and Affairs Management Committee of World Ecology Organization, the Asia Pacific Management Center of World Ecology Organization is composed of experts from various industries, relevant enterprises, universities, scientific research institutions and social organizations.
Article 3  Objectives: With the protection of ecosystem as the link and the ecological balance as the guarantee, effectively integrate the resources of industry, University and research, giving full play to their respective advantages, form patents and development policies conducive to the development of ecosystem through cooperative research, accelerate the rational use of ecological resources, promote the protection of regional ecological environment, and realize the sustainable development of ecosystem, We should implement the construction of national ecological civilization, achieve collaborative cooperation, promote innovation, and achieve win-win and common prosperity.
Article 4  The Asia Pacific Management Center of World Ecology Organization shall abide by the rules, regulations and management system of the headquarters of World Ecology Organization, and provide relevant services such as work guidance for the Asia Pacific region.
Article 5  The office address of Asia Pacific Management Center is located at 7-1-94, diplomatic apartment, No.1 Xiushui Street, Jianguomen, Chaoyang District, Beijing, China.
 

Chapter 2  Functions

Article 6  Aiming at promoting the rational use of ecological resources and ecosystem protection, the Asia Pacific Management Center of World Ecology Organization establishes a resource sharing mechanism such as industry university research information and intellectual property rights, establishes a channel for communication with the government and a platform for talent training and international cooperation, promotes the establishment of standards, evaluation and quality detection systems, promotes the self-development of our members, accelerates green and low-carbon development, provides intellectual and dynamic support for promoting ecosystem protection, and promotes the harmonious coexistence of human and nature.
Article 7  Fields:
1. We coordinate the development of ecosystem for governments and enterprises in Asia Pacific region such as agriculture, traditional Chinese medicine planting, ecological food cultivation, breeding of excellent breeds of cattle and sheep, and apply for National Wetland Park, forest park and sightseeing agriculture.
2. Ecological Forestry: desertification and desertification control, under forest economy, development of National Wetland Park and forest park.
3. Plastic pollution control: development and promotion of environmental degradation and recycling technology.
4. Human health: pay attention to all kinds of risk factors and misunderstandings affecting health, encourage people to carry out Self health management;ecotourism.
5. Biodiversity: protecting rare and endangered species, species migration, etc.
Article 8  Functions
1. Organizing a team of experts to study the current situation of resource utilization and industrial development in the Asia Pacific region; promoting international cooperation and environmental protection in the Asia Pacific region.
2. Playing the role of bridge and link between the government and society, assisting the government to carry out public benifit activities of ecological protection, participating in and promoting the construction of ecological protection policies, regulations and systems, and providing decision-making suggestions for the government.
3. Carrying out ecological protection publicity and education activities, organizing relevant forums, seminars, exhibitions and training activities, carrying out relevant policies, laws and regulations and technical consulting services, and improving the people's awareness of environmental protection.
4. Contacting and uniting relevant social organizations and enterprises, gather various forces, and jointly promote ecological environment protection and green development.
5. Organizing and participating in international and non-governmental exchanges and cooperation on environmental protection, summarizing research achievements and successful experiences of ecosystem protection, and making efforts to promote the construction of global ecological civilization; working with Asia Pacific region and international scientific and technological exchanges and cooperation.  
6. Focusing on the countries and regions which ecosystems have been damaged, helping to establish the infrastructure related to ecological agriculture, making full use of local natural resources and human resources, producing the ecological commodities needed by the domestic market and export market, and helping these countries achieve self-reliance.
Article 9  Achievements
1. The Asia Pacific Management Center of World Ecology Organization and China Office has organized China's expert team to guide the development of ecoagriculture, planted about 533333 hectares of Chinese medicine, and guided the national leading enterprises develop deep processing of Chinese Medicine and enter the international market, helped exporte about 20000 hectares flower extract natural flavor, vegetables, fruits to Asia and Arab countries.  
Over the past ten years, we has guided more than 733333 hectares of ecoagricultural system.
2. Animal husbandry: We have helped large-scale animal husbandry dominated by cattle and sheep to establish more than 100 breeding bases for fine varieties, and guided the cultivation of special plants and breeding of special animals permitted by the state.
3. We have developed 5 tourism lines of the ecological international cultural tourism project , assisted enterprises to cooperate with Asian countries to connect the original ecological tourism lines, ecological and cultural industries, especially the cultural protection of Tibetan, Qiang and Yi people and more than 30 ethnic minorities, and assisted in guiding the declaration of national intangible cultural heritage, national culture, inheritance and memory, etc.
4. All the ecoindustrial cooperation projects are operated and managed by an industrial chain of companies, farmers, cooperatives and marketing. They have solved some original ecological characteristic industries, developed poverty alleviation projects such as agriculture, tourism and culture, and created jobs for millions of people, which has great social influence.
5.Providing World Ecological Brand certification services for products of enterprises in Asian countries. Promoting the enterprise's characteristic organic, green and pollution-free products to the international market, providing tens of millions of jobs, and generating hundreds of billions of economic benefits.

 Chapter 3   Organizational Structure

Article 10  The Asia Pacific Management Center of World Ecology Organization shall have one Director (Secretary General) and two deputy secretaries general. The principal organs of the Organization shall be: Expert Committee, Secretariat, China Office of World Ecology Organization , World Ecological Research Institute, World Ecological Brand certification management committee and editorial board of Ecology magazine.
Article 11  Expert Committee
1. The purpose of the expert committee is to gather the wisdom and strength of all sectors of the society to provide intellectual support for the promotion of ecosystem protection, technology research and promotion.
2. The members of the expert committee are divided into chief expert and advisory expert. A number of academicians (including foreign academicians) and well-known experts and scholars who play a leading role in a certain research field are invited as chief experts, and a group of personnel with outstanding theoretical and practical achievements are invited as consulting experts.
3. The expert committee is open, inclusive and social, with no quota. The Asia Pacific Management Center implements dynamic management of the information of the committee, and invites experts to guide and participate in relevant activities such as research, consultation and evaluation of ecological civilization according to work needs.
4. Main responsibilities
(1) Formulating the technical development direction of the center, proposing the project plan according to the technical development trend of the industry, and preparing or reviewing the implementation plan of key projects.
(2) All woks related to supervision, inspection and acceptance of projects of the center .
(3) Supervising the use of funds in the center, and put forward suggestions on fund raising and use.
Article 12  Secretariat
1. The Secretariat is the enforcement organ of the Asia Pacific Management Center. The secretary general takes charge of all tasks of Secretariat. There is one secretary general, who is recommended and nominated by members and approved by the director general after being elected by two-thirds of all members. The staff of the Secretariat shall be appointed by the Secretary General. The term of the Secretariat staff is three years.
2. Main responsibilities
(1) Fulfilling the tasks of the World Ecology Organization.
(2) Maintaining the stable operation of the center, handling the daily affairs of the center, approving the amendments to the articles of association and important internal management documents.
(3) Deciding on the direction of technological development and the establishment of major projects (special topics and topics).
(4) Approving annual financial budget (decision), coordinating fund raising, use and income distribution plan, etc.
(5) Organizing and holding regular meetings to hear and consider the work reports of the expert committee and the Secretariat.
(6) Deciding on the membership and delisting of members.
(7) Deciding on other major issues.
Article 13  China Office of World Ecology Organization
1. The China office sets up a permanent secretariat in China to promote ecological concepts and industries, abiding by the code of conduct of non-governmental organizations, working with people with ecological insight and institutions to promote the development of important ecological theme undertakings in China, organizing international large-scale ecological theme forums and summits, and assisting the headquarters to set up and manage the world ecological research institute and international magazine Ecology , helping promote the authorization of international ecological brands.
2. Departments
(1) Secretariat: secretary general, executive secretary general, permanent secretary, secretary, etc
(2) Theme Alliance: Chairman, vice chairman and members of the Alliance (mainly related organizations and brand authorized users of theme industry)
(3) Observation site: core observer, observer
(4) Memembers of executive deputy secretary general and memembers of deputy secretary general,and the person in charge of that shall be granted the post of executive deputy secretary general and deputy secretary general.
Article 14  World Ecological Research Institute
The World Ecological Research Institute is an independent operation organ subordinates to World Ecology Organization.
1. Functions
Carrying out research and application promotion of ecological technology; developing and utilizing biomass renewable energy to accelerate the transformation of scientific and technological achievements; cultivating professional talents to promote the drafting, formulation and implementation of ecological industry related standards, and providing technical services and guidance for relevant enterprises.
2. Deparments
The Institute has one president and one vice president.
(1) Expert Committee.
(2) Standard Department: making standards and promoting standardization.
(3) Technology Department: technical consultation and service, which can connect with standardization certification.
(4) Product department: select and control products according to standards and technical requirements.
(5) Network department: platform management of related technology products.
Article 15  World Ecological Brand Certification Management Committee
1. About the trademark
The trademark of eight categories (International Classification: 1, 5, 30, 31, 35, 36, 41, 42)are approved and issued by the China National Intellectual Property Administration. It is valid from August 28, 2020 to August 27, 2030.
2. Functions
Carrying out ecological brand certification work, promoting and authenticating products by World Ecology Organization, enhancing the production capacity of ecological products, providing better sevice for ecological brands in the Asia Pacific region, and building world brands for relevant government agencies and enterprises in the Asia Pacific region.
3. Deparments
(1) The Asia Pacific headquarters of the World Ecological Brand Certification Management Committee is located in Beijing, China. It is composed of one executive director and several deputy directors.
(2) The main departments include expert committee, authorization department, management evaluation department, operation supervision department and comprehensive service department.
Article 16  Magazine of Ecology
1. Purpose
With the purpose of improving the global ecological environment and building a human community, conducting scientific theoretical research and industrial research in the field of ecological industry, providing more information and guidance for the development of ecological industry around the world, and exchanging scientific and technological achievements and the development of scientific research.
2. Marketing position
An information integration communication platform,a channel marketing platform and an industrial data platform.
Through the operation of the magazine, we will establish a professional and leading consulting information dissemination platform in the field of ecological industry. Based on the list collected and managed from the distribution channels and the network of organization members, we will maximize the win-win interaction with enterprise merchants and advertisers, create a professional channel marketing platform, establish information networks in relevant enterprises and organizations in the field of ecological industry, and establish brands and advertising channels product and service promotion in one of the industrial promotion media.
3. Editorial board
Experts in the field of ecological industry act as consultants. There shall be one chief editor, two deputy chief editors, one director of editorial department, one director of publishing and Distribution Department and several editors.

 Chapter 4  Members

Article 17  Requirements:
(1) Supporting the articles of association of the center and abiding by the relevant contents of the articles of association.
(2)Experts and scholars with good reputation and Scientific research level.
(3) The legal entities must have a relatively complete R & D system, have the strength to participate in and undertake the relevant work of the center, and be committed to promoting the cause of ecological environmental protection.
Article 18  A written application of membership is required to the Secretariat , which be shall jointly approved by the Secretariat and the Expert Committee.
Article 19  Rights of members:
(1) Participating in the meetings of the Secretariat and participating in the discussion and voting of major resolutions and matters.
(2) Making suggestions on the projects and development that the center should organize and implement.
(3) Priority and preferential right to the use of the technical achievements of the center.
(4) The right to participate in various exchange and training activities held by the center in a preferential way.
(5) Applying for withdrawal without affecting the interests of the center and other member. 
Article 20  Obligations of members
(1) Promoting the common development of members as their own responsibility, actively safeguard the common interests of members, and make suggestions for ecosystem protection and research.
(2) Supporting and abiding by the articles of association, implementing the resolutions and regulations of the center, keeping the technical secrets of the center and safeguard the intellectual property rights.
(3) Spareing no effort to safeguard the rights, interests and reputation of the center, and shall not engage in activities in the name of the center that damage the reputation of the center and infringe on the interests of customers.
(4) Appointing a special person to contact with the Secretariat to facilitate daily work.
(5) Shareing the funds needed for the work of the center, carrying out the work according to the requirements of the center, and providing the technical, human and material support for the realization of the work objectives of the center.
(6) Increasing the actual investment in R & D and manufacturing of  own technology and products.
Article 21  Detailed rules
1. Participation
(1) Requesting the application for admission from the Secretariat.
(2) Submiting the completed application form and the copy of qualification to the Secretariat.
(3) Review and report by the Secretariat.
(4) Signing relevant agreement and pay annual fee.
2. Withdrawal
(1) Handing in a written notice to the Secretariat 30 days in advance, making up the annual fee payable, and proposing solutions to the remaining problems. The Secretariat shall approve the reply within seven working days after receiving the written notice.
(2) After a member withdraws, the fees paid by him will not be refunded.
(3) After a member withdraws, issues concerning intellectual property rights shall be dealt with in accordance with the relevant agreements and systems of the center.
(4) The member which withdraws shall not apply for re-entry within three years.
3. Removal
A member may apply for delisting upon verification by the Secretariat, If a member commits any of the following acts: 
(1) Serious violation of the articles of association or other management provisions.
(2) Failing to perform the member's obligations for one year or more.
(3) Failing to implement the resolutions of the center.
(4) The business license is cancelled by the administrative department due to major violation of law and discipline.
Article 22  Name change of members:
When the name of a member changes, a written notice shall be submitted to the Secretariat within one month after the approval of the administrative department, and the following information shall be attached:
(1) A letter of announcement of the change of name, with the official seal of the company before and after the change of name.
(2) A copy of the new qualification of the unit (business license of enterprise legal person, etc.) with the official seal of the unit after the name change.
(3) A copy of the change registration form of the administrative department with the official seal of the renamed unit.

Chapter 5  Fund raising and management

Article 23  The funds of the center include daily office expenses and project funds.
Article 24  Funds are mainly raised through the following channels:
(1) Self raised funds of members (including membership dues paid by members).
(2) Policy bank loans obtained in the name of the project.
(3) Income from the transfer of technological achievements.
(4) Venture capital investment.
(5) Project funds allocated by the state and local governments.
(6) Financial support provided by local governments.
(7) Funds raised from other channels.
Article 25  The daily office expenses are mainly used for the daily work expenses of the expert committee and the Secretariat and other related expenses. The office expenses come from the membership dues, and the insufficient part is shared equally by the member units according to the annual budget. Scientific research institutions and institutions of higher learning can pay less funds than other mermbers. Funds for the first year shall be separately proposed by the Secretariat.
Article 26  Membership dues shall be collected once a year and paid before January 10 of each year. The collection of membership dues shall be handled by the Secretariat.
Article 27  The funds for the activities shall be used for organizing meetings and other activities, special work related to the work plan, start-up of relevant work of each working group, technical or market investigation, daily management, etc.
Article 28  The budget and final accounts of activity funds shall be prepared by the Secretariat.
Article 29  With regard to the use of funds, the Secretariat shall report the use of funds to its members every six months and accept supervision.

Chapter 6  Supplementary provisions

Article 30  The articles of association shall come into force on January 1, 2021.
Article 31  The power of interpretation of the articles of association belongs to the Asia Pacific Management Committee of  World Ecology Organization.

3.  The significance of the Forum
Through the forum, we can promote the development of ecological industry, help enterprises innovate mode of development , speed up the optimization and upgrading of industrial structure, improve the comprehensive strength and competitive advantage of enterprises, and help to establish an international platform for economic and technological cooperation. At the same time, it provides ecological and modern economic development model for global ecological construction.
